The author looks at the general perception of the senior civil servants (who act as both political executives and career bureaucrats) towards the changing political system in the second half of Hongkong's political transition (1991-97). Special attention is given to analysing the perception of their relationships with the politicians of the partially-elected Legislative Council as well as their future political master, China.
