According to the author, arms exports control have evolved from a specialized and limited system to co-ordinate munition-list exports between adversarial political blocs to a sophisticated and complex system of multilateral arrangements which significantly complicate defence-industrial activity. He discusses evolution of export controls in the COCOM setting, the role of export controls in the post-Cold War setting, effects on international defence-industrial activity among other issues.
