L’Algérie a connu l’expérience démocratique la plus tumultueuse et la plus franche du monde arabe entre 1989 et 1991. Mais le processus démocratique se solde dès les premières élections municipales en juin 1990 par la victoire du Front islamique du salut « FIS ». Un coup d’Etat est imposé le 12 janvier 1992 et le deuxième tour annulé. Pourquoi est-ce que la tentative de démocratisation a échoué en Algérie contrairement à l’Espagne post-franquiste ? Est ce qu’il s’agit de problèmes de types culturels, sociologiques ou politiques ? L’exemple espagnol permet d’essayer de comprendre comment un régime dictatorial peut se transformer en un régime démocratique, comme avait essayé de faire le Président algérien Chadli Bendjedid, lors de la tentative de démocratisation avortée avec le FLN des réformateurs, dans le cas algérien

Among all Arab countries., Algeria experienced between 1989 and 1991 a democratic regime in its out most franc and agitated form. However, the democratisation process declined severely after the victory of the Islamic front ”FIS” during the first municipal election in June 1990. The chief of state at the time, Chadli Bendjedid, was forced to resigned after the party’s second victory during the first round of the legislative elections. Why has the democratisation tentative failed in Algeria while it succeeded in Spain? Are the problem of a cultural, sociological or political nature? The analysis of the Spanish model will help shedding the light on how can a dictatorship be altered smoothly into a democratic regime, at the initiatives of the state reformist. An initiative similar to the one attempted by the Algerian president Chadli Bendjedid, and overruled by the FLN party in the Algerian case
