Das Phänomen der Abschreckung ist als militärstrategische Grundkonstante in der europäischen Sicherheitspolitik wieder zurück. Nach dem Ende des Kalten Krieges war diese Strategie bedeutungsloser geworden. Mit dem NATO-Gipfel von Warschau ist die Abschreckung quasi wieder "in Betrieb". Auslöser dieser strategischen Neuausrichtung ist das aggressive Vorgehen Russlands in der Ukraine. Dennoch muss die zweite Säule des NATO-Selbstverständnisses, der Dialog mit Russland, wie er im Harmel-Report von 1967 schon beschlossen wurde, weiter große Bedeutung haben. Die NATO muss eine neue Balance finden gegenüber Russland zwischen notwendiger Abschreckung und noch notwendigerem Dialog. Nur so kann Sicherheit in und für Europa erreicht werden. Dabei kommt der transatlantischen Kooperation in diesem Zusammenhang große Bedeutung zu. Die Rolle der USA und Deutschlands bei dieser Strategie-Reform der NATO wird analysiert.
