Die Zeit vor dem Tod ist für die meisten Menschen mit großer Pflegebedürftigkeit verbunden. Alte Menschen benötigen dann umfassende körperliche, seelische, soziale und spirituelle Begleitung, Pflege und Behandlung – manchmal über Jahre. Um dies zu gewährleisten gilt es, im Zusammenwirken von Politik, Kostenträgern, Leistungserbringern und Zivilgesellschaft die nächsten Schritte zu planen, die fachliche Weiterentwicklung voranzutreiben und den öffentlich-politischen Diskurs um eine neue Sterbekultur, um Finanzen und Strukturen zu führen. Insgesamt reichen diese Maßnahmen und Instrumente zurzeit aber nicht aus, um die Stärkung der Hospiz- und Palliativversorgung in den Einrichtungen nachhaltig zu fördern. Hinzukommen müssen dringend die materiellen, personellen und konzeptionellen Ressourcen für ein flächendeckendes Angebot palliativer Versorgung und existenzieller Sterbebegleitung. Anzustreben ist die kostenneutrale Finanzierung von ausreichend Personal in Pflege und Betreuung, Palliativfachkräften und die Basisqualifizierung aller Mitarbeitenden, ohne die Betroffenen und die Träger der Sozialhilfe damit zu belasten.
