Academic inventions are becoming a more important source of technological innovation and a basis for new business start-ups. Universities and other public research organisations (PROs) are racing to patent and license inventions and other forms of intellectual property such as software. Not only does the licensing of these patents generate additional revenue for research and education, but it encourages entrepreneurial activities among scientists, faculty and students. This report presents the results of the first international survey on the patenting and licensing activities of public research organisations in OECD countries.
