Der Artikel beleuchtet die amerikanische Außenpolitik unter den Präsidenten Bush und Clinton gegenüber Haiti, beginnend mit dem Militärputsch im Jahre 1991, der den demokratisch gewählten Präsidenten Aristide stürzte, bis zur militärischen Invasion der USA im September 1994, die die herrschenden Militärs vertrieb. Dabei argumentieren die Autoren, daß die Redemokratisierungsmaßnahmen der USA lediglich der Absicht untergeordnet waren, wichtige staatliche Institutionen, die die amerikanischen Interessen im Land vertreten, zu sichern.
