In der öffentlichen Debatte um die Aufnahme Ungarns in die Nato sind angesichts knapper finanzieller Ressourcen Zahlen die stärksten Argumente. Sicherheitspolitische Erwägungen sind demgegenüber in den Hintergrund getreten. Die Folge davon ist, daß die ohnehin nur mäßige Begeisterung der Ungarn für den Nato- Beitritt noch weiter sinkt. Die 1989 begonnene Reform der ungarischen Streitkräfte muß in einem schwierigen gesellschaftlichen Umfeld vollendet werden. Unterdessen ist der Umbau der Armee jedoch weit fortgeschritten. Die zivile parlamentarische Kontrolle des Militärs ist im wesentlichen erreicht. An der Entschlossenheit der ungarischen Führung zur Integration in die militärischen und politischen Bündnisse des Westens konnte es ohnehin nie einen Zweifel geben. (BIOst-Mrk)
