Der Beitrag analysiert die politisch-militärischen Rahmenbedingungen für zukünftige Rüstungsbeschaffungen in Europa. Er geht hierbei zwei Fragen nach: Was sind die strukturellen Grundprobleme europäischer Rüstungsbeschaffung? In welchen Bereichen könnte eine engere europäische Kooperation möglich werden (AUT)? Die Autoren betrachten hinsichtlich der Versorgungssicherheit und der ökonomischen Effizienz vor allem das Problem der Entwicklungskosten für Hochtechnologie. Sie diskutieren hierzu Problemlösungen durch Kooperationen aus Sicht des Käufers, des Verkäufers und des Regulierers von Rüstungsbeschaffung. Sie argumentieren, dass nationale Interessen und der Protektionismus einen Wettbewerb im europäischen Binnenmarkt verhindern. Der Beitrag sieht vor dem Hintergrund der Ukraine-Krise eine sicherheitspolitische Reorientierung europäischer NATO-Staaten, die zu gemeinsamen Beschaffungen führen könnte. Die Autoren schildern, durch welche Maßnahmen der Industrieseite Initiativen zur Konsolidierung der industriellen Basis zu erwarten sind.
