Kedma widmet sich als Teil einer Trilogie der Gründung des Staates Israel. Im Mai 1948, zwei Wochen bevor das britische Mandat endet und Truppen das Land verlassen, toben in Palästina Kämpfe zwischen Juden und Arabern. Ein rostiges Frachtschiff, die Kedma, ankert vor der Küste Palästinas, an Bord befinden sich Hunderte von Holocaust-Überlebenden aus Europa. Es kommt zum Konflikt zwischen den am Strand wartenden jüdischen und britischen Truppen: Die einen wollen die Überlebenden in Empfang nehmen, die anderen am Verlassen des Schiffes hindern.
