Im Frühjahr 1963 wurde Franz Murer, der als ehemaliger "Referent für jüdische Fragen" im Ghetto in Vilnius für die Vernichtung der Bewohner verantwortlich war, trotz erdrückender Beweislast in einem Geschworenenprozess freigesprochen. In sich allmählich verdichtenden Fragmenten blättert der Film die Hintergründe des "Schlächters von Wilna" auf, bleibt aber nicht bei der Rekonstruktion der Ungeheuerlichkeiten stehen, sondern seziert das skandalöse Gerichtsurteil als Resultat der Staatsräson, mit dem sich Österreich auf die Seite der historischen Opfer mogelte.
