Im Schwerpunkt werden die besonderen Instrumente zur Durchsetzung des geltenden Rechts näher behandelt. Die Perspektive liegt hier auf den Handlungsoptionen der betroffenen Menschen mit Behinderung, Interessensverbänden und staatlichen Stellen. Abschließend werden Vorschläge zur Anwendung und Weiterentwicklung des Rechts aufgezeigt
