Wie lässt sich nachhaltige Verkehrspolitik auf EU-Ebene durchsetzen? Diese Frage untersucht die Studie von Bandelow, Kundolf und Lindloff auf Grundlage von drei Fallbeispielen, die jeweils unterschiedliche Konflikte um die Interpretation und Umsetzung von Nachhaltigkeitszielen abbilden. Dokumentenanalysen und Leitfadeninterviews zeigen, dass dem Europäischen Parlament eine noch größere Rolle in der Politikproduktion zukommt, als bisher vermutet wird. Vor allem die Berichterstatter des Parlaments zu dem jeweiligen Rechtsakt sind zentrale Ansprechpartner/innen für zivilgesellschaftliche Akteure. Die konkreten Entscheidungsprozesse variieren jedoch. Die Analyse nutzt die Perspektive des Multiple-Streams-Ansatzes, der den Voraussetzungen wechselnder Akteurskonstellationen und unklarer Präferenzen zentraler Akteure angesichts stark beschränkter Zeitressourcen gerecht wird. Politische Entscheidungen entstehen in zeitlich begrenzten Möglichkeitsfenstern auf Initiative engagierter Akteure. Deren Erfolg hängt nicht nur von klassischen Machtressourcen (etwa der Konfliktfähigkeit von Interessen) ab, sondern von strategischem Geschick, das systematisch eigene Erfahrungen und wissenschaftliche Ergebnisse nutzt
