    Content: Pakistan is facing a large deficit in electricity supply. A report published by the Government of Pakistan (GoP) in 2013 showed that the electricity supply-demand gap has continuously grown over the past five years and has reached 4,500 to 5,500 Megawatt (MW) in 2013. Such an enormous gap has led to load-shedding of 12-16 hours a day across the country. GoP has set a target to reduce the electricity supply-demand gap to zero by 2017. In order to attain such ambitious target, the GoP has been endeavoring to exploit various options to meet the current and future anticipated electricity needs of the country. In order to support the GoP, the World Bank (WB) has been providing assistance towards continued development of renewable power (RE) generation (hydro, biomass, solar and wind). Therefore, the energy sector meets electricity demand in an efficient, affordable and environmentally sustainable manner. Biomass resource mapping is one of component of the ongoing renewable energy resource mapping project in Pakistan. The objective of this biomass mapping component is to support the sustainable expansion of electricity generation from biomass. This is fulfilled by providing the national government and provincial authorities in Pakistan, and commercial project developers, with an improved understanding of the location and potential of biomass resources. This project is being implemented by the World Bank in Pakistan in close coordination with the Alternative Energy Development Board (AEDB), a government agency of Pakistan. The project is funded by the Energy Sector Management Assistance Program (ESMAP), a global knowledge and technical assistance program administered by the WB and supported by eleven bilateral donors. It is part of a major ESMAP initiative in support of renewable energy resource mapping and geospatial planning across multiple countries

    Content: The Ministry of Education and Culture (MOEC) and the World Bank jointly conducted a large-scale video study to gain a better understanding of what takes place in the classroom, particularly in terms of the practices involved in the teaching of mathematics and the relationship of these practices with student learning outcomes. The study involved the production of more than 600 hours of video footage of 205 eighth grade mathematics teachers across Indonesia while these teachers were engaged in their day-to-day classroom activities. The study was conducted in two phases, in 2007 and 2011 respectively, with the produced video footage forming the basis for detailed coding and analysis. This study provided many important insights into the teaching practices of mathematics teachers, identifying both relative strengths and areas for improvement. The study focused on five key dimensions that frame classroom practices in the teaching of mathematics, these being: (i) the structure of lessons; (ii) the content of lessons; (iii) the actions of participants; (iv) instructional practices; and (v) classroom climate and resources. Key areas of teaching practice were explored in depth, including the nature and quality of teacher-student interaction; the quality and effectiveness of the language used in instruction; teachers' management of students' questions; teachers' management of student misconceptions; the time teachers spent on different tasks; and the manner in which they combined different techniques and approaches in the instruction of their students. Mathematical problems were explored in terms of the problem type, problem approach and level of complexity. The study also assessed teachers' beliefs and the level of teachers' knowledge to determine the relationship of these factors with the teaching practices they used and with student learning outcomes

    Content: Testing key populations and their sexual partners is the most cost-effective strategy to identify those who require antiretroviral therapy (ART).Opportunities exist to further optimize investments.Improvements in technical efficiency may provide additional gains.The health and economic burden of HIV in Georgia is growing.In the long term, the model predicts that HIV resource needs will increase with rising incidence and prevalence. However, the analysis estimates that optimizing current allocations by increasing spending on ART provision while sustaining investment in key populations could save approximately 224,635 dollars annually. The results also show that optimizing the allocation of current spending would lower annual spending commitments for newly infected PLHIV by approximately 15 percent. Current annual spending will not be enough to achieve National HIV Strategic Plan and international targets

    Content: Hungary's recently established equality of opportunity framework guides the planning and implementation of interventions addressing the most pressing social inclusion challenges at the local level. The equality of opportunity framework provides a comprehensive set of resources, guidance, and templates to local governments to facilitate the planning of local equality plans (LEPs). Through extensive consultations with various governmental and non-governmental stakeholders at the national and local level, a series of challenges were identified for moving from a theoretical planning exercise to an earnest application that is, operationalization of the equality of opportunity framework at the local level. The intention of this handbook is to provide: practical guidance and hands-on instruments that empower local stakeholders to actively and effectively shape the local social inclusion landscape within the overall guiding framework of the local equal opportunity programs. The handbook therefore focuses on the challenges and opportunities of those local governments and related stakeholders that have the relevant primary care capacities and apparatus. The handbook is accompanied by a comprehensive set of illustrative local social inclusion case studies from all over Hungary. The case studies are intended to increase stakeholders' awareness, facilitate knowledge transfer, and peer learning. Even relevant elements of the case studies need to be customized and integrated into the local context

    Content: This report was prepared at the request of the Philippines Social Security System (SSS) to analyze key challenges and propose reform options to improve the sustainability and expand the coverage of old age income protection for private sector workers. A simulation employing the Pension Reform Options Simulation Toolkit (PROST) found that the SSS scheme will face outflows greater than inflows in about 20 years and depletion of its assets in about 28 years. Fortunately, its medium-term financing issues can be addressed through the gradual introduction of parametric reforms that shield workers and retirees from abrupt changes in contributions and benefits. At the same time, the Philippines faces a challenge to improve the defacto coverage of workers by Social Security, and to increase the income protection coverage of the elderly. Options suggested include SSS measures to leverage its identification system and introduce a special instrument for informal workers. Rather than introducing matching contribution subsidies to expand coverage, it was suggested to broaden the scope of beneficiaries eligible for social pensions. Beyond the scope of the SSS, additional measures were suggested including those to improve the access and efficiency of contributions and payments systems, strengthening mobile-money platforms and efforts to improve access to savings instruments, particularly for small and isolated savers. The report points out that the key means of improving coverage lies beyond the scope of social security or pensions, namely, to improve the quantity and quality of wage-based employment

    Content: Ethiopia is a highly decentralized country. Presently, sub-national government taxes and revenues account for about 28 percent of general taxes and revenues, and sub-national expenditures amount to 51 percent of general government expenditures. The ensuing vertical mismatch is bridged by grants from the Federal government to the regions. Presently, these grants account for 57 percent of sub-national expenditures1. For many years, these grants consisted mostly of a block grant (the Federal General Purpose Grant) given without any strings attached, which means the regions could use it as they wished. The rest of the report is organized as follows. Section two provides the policy context that is the information, data, evolutions, et cetera specific to Ethiopia, which are necessary to understand and interpret the MDGs grant policy. Section three present and discusses the policy content that is the components of the policy previously identified. Section four is a policy assessment, which utilizes the evaluation framework proposed above to analyze the relationships between the various components of the policy, and discuss its efficiency, its effectiveness and its success. Section five is a conclusion that summarizes the analysis, and attempts, prudently and modestly, to outline some potential avenues for future action

    Content: This Country Partnership Framework (CPF) covers the five-year period FY16-20. Anchored in the government's medium-term development plan as outlined in a January 2015 Cabinet of Ministers Program of Action, it also reflects the analysis and recommendations of the World Bank Group's (WBG) 2015 Systematic Country Diagnostic (SCD) for Uzbekistan and the lessons learned from the Completion Report of the previous CPS. The CPF's objectives and program, which focus on developing the conditions for faster job creation, are consistent with the WBG's twin goals of eliminating extreme poverty and boosting shared prosperity. The Uzbekistan Systemic Country Diagnostic (SCD) identified ten priority areas that would need to be addressed to eliminate poverty, boost shared prosperity, and enable Uzbekistan to reach upper middle-income status. The government's strategic objectives are for Uzbekistan to achieve upper middleincome status by 2030, implying income growth averaging 6 percent annually, and in particular to create 500,000 jobs annually. Building country systems for statistical, fiduciary, safeguard, and statistical capacity underlie the foundation of this CPF. The CPF program will remain flexible as circumstances change and new opportunities may arise

The SCD is organized into five chapters. Chapter one frames the issues of poverty reduction and shared prosperity, and situates them in the context of Uzbekistan's recent development. It reviews the status and drivers of progress in these areas, identifies analytical constraints, and highlights areas for further study. Chapter two describes the necessary conditions for sustaining rapid economic growth and robust quality job creation. It underscores the importance of expanding private-sector participation and investment in key economic sectors. Chapter three considers how a well-functioning labor market and access to essential public services can enhance the inclusiveness of growth. Chapter four analyzes threats to the sustainability of Uzbekistan's recent gains over both the medium and the long term. Chapter five concludes by examining the constraints to growth and development revealed by the analysis, and it proposes a framework for prioritizing policy actions designed to address them

The CPF is anchored in the Government of Tunisia's September 2015 Note d'Orientation Strategique and the WBG's October 2015 Strategy for the Middle East and North Africa Region. It builds on extensive discussions with a wide range of stakeholders, and is underpinned by WBG analytics, including the June 2015 Systematic Country Diagnostic (SCD). The Government's "Note d'Orientation Strategique outlines Tunisia's development vision for the next five years. Its main premise is that Tunisia will maintain its strong partnerships with the international community; rely on the private sector to lead economic growth and job creation; and promote a vibrant civil society. Technical ministries and regions are in the process of preparing their five-year sectorial plans based on this vision, for which financing will be sought during an international donor conference in late 2016

    Content: The Country Partnership Framework (CPF) for Montene gro covers the period from July 1, 2015 to June 30, 2020 (fiscal years 2016-2020). This CPF builds on the results and lessons of the previous World Bank Group (WBG) Country Partnership Strategy (CPS), which originally covered the period July 1, 2011 to June 30, 2014, and was subsequently extended to June 30, 2015.The one-year CPS) extension was intended to provide greater clarity on the country's medium-term macro-fiscal framework as a basis for the new CPF, and to give additional time to make progress on improving environmental management, a key pillar of the CPS. The new CPF seeks to address the top priorities identified by the recently completed Systematic Country Diagnostic (SCD) as those that Montenegro needs to most urgently tackle to advance in its path towards shared prosperity and sustainable development. The CPF will selectively support Montenegro's development agenda outlined in the Montenegro Development Directions (MDD) 2015-2018, Economic Reform program (ERP) 2015-2017 and the Montenegro European Union (EU) Accession Program 2014-17. The WBG strategy will continue to support, and be aligned with, Montenegro's EU accession and integration process. The formulation of the new CPF benefitted from extensive consultations held in October 2015 and in January and March 2016, and involving several line ministries, municipalities, civil society, academia, and private sector across various regions of the country, as well as representatives of the international development community. The resulting proposal for engagement under the FY16-20 CPF reflects a broad consensus of a wide range of stakeholders and a shared understanding of development priorities and challenges facing the country
